Public Hearing - Proposed Crossroads Development

UPDATE: The Public Hearing has been adjourned until Monday, April 14, 2014 at 7:30 pm in Council Chambers, 606 Mountainview Square. Council is considering proposed changes to Kitimat's Official Community Plan and the Kitimat Municipal Code regarding proposed development at 28 Highway 37.

What Changes?

The Bryton Group has submitted an application for Council to consider a proposed development consisting of (1) commercial development featuring a hotel on land adjacent to Highway 37; and (2) a 1,000 bed temporary worker housing facility on the eastern aspect of the land. A map showing the property location, and siting of development proposals, is below.

The western aspect of the property would be rezoned to a newly created zone: C11 – Highway Commercial Zone. This new zone would allow all previously allowed uses and include hotel and service station as permitted uses. Additionally, through the proposed bylaw (Crossroads Residential Dormitory and Zoning Amendment Bylaw No. 1836, 2013) the maximum allowable height would increase from the current 9 metres to 18 metres.

A New Development Permit area (entitled Highway Gateway Development Permit Area) will be created to govern the form, siting, and character of development on the western aspect of the property. Design guidelines are similar to those governing development in City Centre.

The eastern aspect of the property would be rezoned to a newly created zone: C12 – Commercial Transition and Interim Residential Dormitory Zone. This would allow low intensity commercial uses on the property, and a 1,000 bed temporary worker accommodation facility until August 31, 2035.
