Public Hearing - R3-A Zoning Amendment

A Public Hearing will be held on Monday, January 20, 2014 at 7:30 pm at Council Chambers, 606 Mountainview Square to consider proposed changes to Kitimat's Municipal Code regarding proposed development at 110 Baxter Ave.

What Changes?

Leonard Kerkhoff of Kerkhoff Construction has submitted an application for Council to consider zoning amendments to the R3-A Multi-Family – Apartment or Terrace Zone to enable development of a five building, 36-unit townhouse complex.  The applicant is seeking to make two amendments to the R3-A Zone: increase permitted height from 9 metres  to 11 metres and decrease minimum lot area for terrace dwellings from 350m2 to 290m2. These changes would apply to all properties in the R3-A Zone.

Development Permit Application

As a part of the application, Kerkhoff Construction has applied for a Development Permit. In Kitimat Development Permits are required for all multi-family projects. They are intended to regulate the form, siting, and character of development. Development Permits may also vary regulations as long as they do not vary the use or density of the development. In order to make the proposed development fit on the site, and due to a number of ravines within the property, variances to regulations governing development are proposed. These are as follows:

  1. Variance of the minimum lot frontage from a required 216 metres (6 metres per unit) to the proposed 74.2 metres (2 metres per unit).
  2. Variance of rear yard setback from required 7.5 metres to proposed 6.85 metres.
  3. Variances of distance between buildings – between buildings D & E on the site plan – from a required 9.0 metres to proposed 6.4 metres.
  4. Reduction of required parking. Zoning requires two parking spaces per dwelling and one parking space per five dwelling units for visitors, requiring 80 total stalls. 71 stalls are proposed, a reduction in nine parking spaces.

Submissions received by email after this deadline but before 4:30 pm on Monday, January 20, 2014 will be read before Council at the Public Hearing.
