Development Permit Amendment - Downtown Revitalization Area

 

PURPOSE:

A development permit is required for new buildings and for projects that will change the outside appearance of existing properties in Downtown Kitimat, including landscaping, fences, signs, and screening. On behalf of BC Liquor Store, Atlas Sign and Awning has applied for a Downtown Revitalization Area Development Permit Amendment for 550-568 Mountainview Square. The proposed upgrade is to update the existing sign boards with new ones with a new font and colour scheme. The three new sign boards illuminated with gooseneck lights will be placed on the exterior of the building for advertising purposes.

PROVIDING COMMENT:

Pursuant to Section 9.2.2.18 and Bylaw No. 1833, the delegated authority of development permits in the Downtown Revitalization Area under $50,000 is granted by the Director of Community Planning and Development. Council will be notified of staff decisions and will be an appeal body.

Comments will be considered as part of the approval process. Comments will be received and considered until Tuesday, July 2, 2024 at 4:30pm.

Notice of Development Permit

Development Permit Application - 40 Petrel Street

 

PURPOSE:

Please note that an application has been made for an Intensive and Multi-Family Residential Development Permit to replace the siding and trim on one building at 40 Petrel Street. The application affects the property and land within the District of Kitimat, as shown on the attached location map.

Intensive and Multi-Family Residential Area Development Permit Guidelines are included in the Kitimat Official Community Plan to guide the form and character of development within multi-family areas. The proposed upgrades meet the Development Permit Guidelines presented in the Kitimat Official Community Plan.

Notice of Public Hearing 

3 Blueberry Avenue Official Community Plan Amendment Bylaw No. 2048, 2024

AND

3 Blueberry Avenue Zoning Amendment Bylaw No. 2049, 2024

PURPOSE:

The purpose of this application is to amend the Official Community Plan and Zoning bylaw for 3 Blueberry Avenue to enable development of a 6 single-family bare land strata subdivision. 

3 Blueberry Avenue is currently designated 'Residential Small Holdings' and zoned "G3-C Residential Zone and neither designation permits the proposed development. Therefore, if approved by Council the proposed new bylaw (known as"3 Blueberry Avenue Official Community Plan Amendment Bylaw No. 2048, 2024") would amend the land-use designation of the subject property to 'Neighbourhood" and if approved by Council, the bylaw (known as "3 Blueberry Avenue Zoning Amendment Bylaw No. 2049, 2024") would add a low-density multi-dwelling residential zone to the Kitimat Municipal Code and amend the zone for 3 Blueberry Avenue to 'R3-D1: Low Density Multi-Dwelling Residential' zone. This new zone would permit the multi-dwelling strata residential development to a maximum of 6 dwelling units. Proposed land-use designation and zoning can be viewed below in Map 1 and Map 2 respectively.

A Public Hearing is scheduled at 7:00 pm on Monday, June 17, 2024 in the Council Chambers at 606 Mountainview Square. Comments and feedback must be received before 4:30 pm, on June 17, 2024 to be provided for Council consideration. This notice is given in accordance with the Local Government Act, R.S.B.C., 2015 (and amendments thereto), sections 464 and 466.

 

 

 Council Procedure Amendment Bylaw No. 2047, 2024
 

Pursuant to sections 124 and 94 of the Community Charter, the District of Kitimat is considering changes to the
Council Procedure divisions in the Kitimat Municipal Code.

In summary, the District of Kitimat is considering the following procedural changes:

  • Subdivision 7 - Delegations
    • The proposed change would not allow delegations in instances where Council has resolved not to hold a Public Hearing or where Public Hearings cannot be held. (LGA S. 481.3)
  • Subdivision 12 – Public Input / Questions on Agenda Items, Questions and Answers and Media Inquiries
    • The proposed change would allow Public Input, in limited circumstances, on topics where delegations are not allowed.
  • Subdivision 4 – Adjourning Meeting Where no Quorum
    • The proposed change would allow 15 minutes for quorum to be established prior to a meeting of Council being adjourned, this change would increase from the current 10 minute waiting period.

The bylaw is scheduled for consideration for adoption on May 6, 2024.
This notice is provided in advance of Council’s consideration of adoption of the proposed bylaw amendment.
