Notes from Council, April 22, 2025
- The District of Kitimat’s horticulturalist presented a summary of the work done in 2024 and the department’s plans for work through this year.
- Ministry of Transportation and Transit representatives provided a presentation on their 2025 summer maintenance plan.
- The ministry, through the local operator Emil Anderson, are responsible for the maintenance of the local highway, beginning at the junction of Haisla Boulevard and Kitamaat Village Road.
- The Kitimat Community Humane Society provided an update on animal control and their shelter operations.
- Council adopted the Cemetery Amendment Bylaw. This bylaw corrects the earlier version which included a duplicate section.
- Council directed staff to process a Zoning Amendment application for 25 properties, from 5 to 66 Mulberry Street. The application seeks to allow secondary dwelling units on each of the properties. The application will be reviewed, Public Notice will be issued, and a referral will be made to the Advisory Planning Commission before returning a bylaw for consideration to Council. - Council approved consideration of a Temporary Use Permit for Cedar LNG, allowing them to use a site just west of the CN Rail tracks and south of 3rd Street, for a laydown area relating to their project construction activities. The application will be reviewed, Public Notice will be issued, and a referral will be made to the Advisory Planning Commission before returning the Temporary Use Permit for consideration to Council. - Council has been considering bylaw enforcement policies and adopted the Bylaw Enforcement: Municipal Ticket Information (MTI) Policy which sets out how a disputed MTI will be processed as well as how an outstanding MTI fine will be collected. MTI's may be issued for non-compliance with District bylaws.
- Council approved the use of the Bylaw Notice System. The Bylaw Notice System will be implemented over the next few months with more information about the system to follow. While not a full replacement of the MTI system used by Kitimat, the Bylaw Notice System will replace the use of the MTI’s for some bylaw offences.
- In response to proposed increases to PNG gas rates, Council directed a letter be sent from the District of Kitimat in objection to these increases.
- Staff have also been directed to provide a preliminary report to Council on what would be involved in the idea of establishing a municipal gas utility for residences and businesses.
