Notes from Council, April 7, 2025:
- Kitimat Chamber of Commerce representatives provided their annual update on tourism activities over the past year and a look forward. The Kitimat Chamber of Commerce holds the contract with the District of Kitimat to promote tourism in the community and the operation of the Visitor Information Centre.
- LNG Canada provided an update about their Safe Start-Up process and responded to questions of concern relayed from Council on local impacts to residents.
- Council adopted the Water Rates Amendment Bylaw. This bylaw raises the water rate flat fee on property tax notices in a phased approach. On this year’s property tax notice, residents will notice a $10.25 increase from the prior year. Property tax notices in 2026 will reflect the final increase under this bylaw, bringing the total annual rate to $205.
- An amended cemetery bylaw was given its initial three readings. This amendment fixes an error on its earlier version where there was a duplicated section relating to fees. Correcting the bylaw will provide better clarity for the administration of cemetery services.
- Council directed the placement of a Notice on Title for 131 Dewberry Street. This Notice is related to a secondary dwelling unit on the parcel which does not have a building permit allowing for a residential occupancy.
- Staff will bring back to Council options to increase bylaw violation fines, following discussion and a report to council on the subject.
- Kitimat’s Bylaw Enforcement Policy was approved, which streamlines the process of bylaw enforcement in the community to better support its bylaw enforcement officers. Council also specifically directed that bylaw enforcement activities will include overgrown lawns, accumulation of waste, and parking offences.
- Council voted to support a grant application to Northern Development Initiative Trust. The grant if successful would offset costs related to the District’s Community Grant Writer.
- Further on the budget, Council directed for the following:
- The residential flat tax will increase 5.5 per cent, rising $40 to a total of $763.
- The overall property tax rate bylaw will also reflect a 5.5 per cent increase.
- Annual financial bylaws will now be prepared from Council’s direction for adoption in the coming weeks.
