Notes from Council, December 15, 2025:
- Council received a presentation on the activities of the Age Friendly Committee over the 2025 year.
- Council has referred a financial request for the Kitimat Spray Park to be considered with other capital budget requests. Engineering and preparation work has taken place this year for the proposed park and this direction means Council will review the construction phase of this project along with other capital items for 2026.
- The four free residential landfill passes for 2026 have been approved and will be issued in January. These passes waive the $10 minimum fee to access the landfill and provides up to the first 100 kg of waste. The 2025 passes remain valid until January 31, 2026.
- A Community Organization Grant Policy will be drafted and presented to Council at a future meeting. The eventual policy will be designed to create the criteria for community groups requesting financial support. Community groups generally present to Council each year for consideration of grants, however this is done without a standardized framework.
- Council has directed staff to prepare a Permissive Tax Exemption Policy. Permissive Tax Exemptions are a way municipalities can support local charitable or non-profit organizations by exempting eligible properties from paying some or all of their municipal property taxes. Some properties in town already receive exemptions which are statutorily required (such as places of worship), however this proposed policy will provide the framework for providing exemptions to other eligible properties beyond what is legislatively required.
- An assessment and energy modelling project for possible hydronic heat exchangers for sidewalks and roadways will be referred to the 2027 budget process for consideration. A hydronic heat exchange system could mean that systems installed in walkways or roads could provide heat to keep them clear and ice free through the winter.
