Notes from Council, October 6, 2025

  • Council gave first three readings of the council remuneration amendment bylaw. This bylaw, reviewed each year, establishes the remuneration, or pay, members of Council receive. Council continues to use the inflation of the Consumer Price Index to determine any annual changes.
    • This year, once adopted, the remuneration for Mayor and for Councillors will increase by 1.9 per cent.
  • Council gave first three readings to the Permissive Tax Exemption Amendment bylaw.
    • A Permissive Tax Exemption bylaw is used for certain properties and means that property taxes are not collected.
    • In this case, the bylaw is being updated to reflect a change in ownership of a place of worship, as well as the inclusion of land parcels that the District will be leasing for public recreation.
  • The first three readings of the Municipal and Regional District Tax (MRDT) bylaw has been passed.
    • This bylaw would continue the collection of the MRDT which is charged at tourism accommodations, and which directly supports tourism promotion activities in the community.
    • It is a two per cent tax, and has been collected since 2021.
  • The first two readings have passed for the Kitimat Floodplain Management bylaw.
    • This purpose of this bylaw is to allow for development regulations within flood-prone areas.
    • Kitimat has been pro-active working on flood risk mitigation and this bylaw brings in provincial best practices to our local regulations.
  • First two readings were passed for the Provincial Housing Objectives Official Community Plan amendment.
    • This amendment to the OCP is required under provincial legislation, to address identified housing needs, following an earlier adoption of the Interim Housing Needs Report.
  • Council received the final draft of the Complete Community Study.
  • Council received a report from consultants preparing the Kitimat.ca redesign on the work to date.
  • The Development Permit Application for 125 City Centre was approved.
  • The design of a future Kitimat Spray Park was approved by Council following a review of the plans by the Leisure Services Advisory Commission. Additional suggestions from that group will also be considered for inclusion where it is feasible.
  • Council approved the request for permission for Red Seal Coating Inc. to paint a Veterans themed crosswalk across Tsimshian Boulevard near the Cenotaph Park.
  • Council approved entering into a funding agreement between the District of Kitimat and Hirsch Creek Golf and Winter Club, for a term running January 1, 2025 to December 31, 2027.
  • Staff have been directed to process a Development Permit Application for 84 Babine Street.
  • Councillor Leibel will prepare a Notice of Motion for discussion of the creation of an environmental committee and the potential use of funds from the Environmental Fund to employ a biologist for the District of Kitimat.
  • National Women’s History Month will be added to October 2025’s Registry of Observances.
  • The District of Kitimat will provide a letter of support to Kitamaat Valley Education Society based on their request for support for providing a 4th Class Power Engineering Course.
